Shenandoah County, situated in the northern Shenandoah Valley of Virginia, operates a tiered court system with courts at the circuit, general district, and juvenile and domestic relations district levels. Court records generated by these courts document everything from felony prosecutions and civil disputes to family law proceedings and estate matters. These records are used widely for legal research, background screening, genealogical inquiry, and real estate due diligence, among other purposes.
Searching for court records in Virginia can be done through a combination of clerk’s offices, public access terminals at the courthouse, and online tools. VirginiaStateCourts.us is a useful starting point for locating publicly available court case information across the state. The Virginia Judicial Branch also maintains online case information systems and a court locator that can direct users to the specific office responsible for the records they need.

Are Court Records Public in Shenandoah County?
Virginia law establishes a strong presumption in favor of public access to government records. Under the Virginia Freedom of Information Act (Va. Code §§ 2.2-3700 et seq.), most court records in Shenandoah County are open to public inspection. The Clerk of the Circuit Court confirms that all records in the office are open to the public, with limited exceptions, though access to physical files is conducted through or under the guidance of clerk’s staff.
Certain categories of records are restricted by statute or court rule. Commonly restricted records in Shenandoah County include:
- Juvenile court records — Proceedings involving minors are generally sealed to protect the privacy of the children involved.
- Adoption records — Adoption files are confidential, with access limited to parties recognized by statute.
- Expunged criminal records — Records that have been expunged are not accessible without a court order; criminal sealing forms are available through the Virginia Courts website.
- Family violence and child abuse records — Certain domestic violence and child abuse case files are restricted to protect victims’ safety.
- Protective orders — Information on emergency protective orders and civil commitment proceedings is not accessible through the online General District Court case information system.
- Grand jury records — Grand jury proceedings are confidential by operation of law.
- Mental health and involuntary commitment records — These are restricted under both state statute and court rule.
Requesters who believe a record has been improperly withheld may pursue remedies under the Virginia FOIA or file a motion with the court.
