How to Look Up a Court Case in Portsmouth City?
Portsmouth court cases can be searched through multiple state-operated online portals, each covering a different level of court. Office hours for these courts are generally 8:00 a.m. to 4:00 p.m., Monday through Friday. The Circuit Court Clerk’s Office will not accept payments after 4:30 p.m. for any transaction other than requests for copies of documents. The General District Court accepts requests for appealing parking tickets between 8:30 a.m. and 3:30 p.m. on regular business days.

Portsmouth City Civil Court Records

The Circuit Court’s Civil Division processes divorce complaints, and the clerk’s fee for divorce and separate maintenance proceedings is $60, which includes a certified copy of the final decree. Portsmouth City Probate Court Records
Probate matters in Portsmouth are handled exclusively by the Circuit Court. The court oversees the probate of wills, appointment of personal representatives (executors and administrators), estate administration, guardianship of incapacitated adults, conservatorships, and trust-related proceedings.
To initiate probate, the estate must be opened in the Circuit Court of the jurisdiction where the decedent resided at the time of death. Portsmouth residents must file at the Portsmouth Circuit Court, 1345 Court Street, Suite 101. Appointments are required for all probate matters — walk-ins are not accepted. The following items are required when probating an estate:
- Original will and any codicils (copies are not accepted; the originals will be retained by the Clerk)
- Certified death certificate (returned after review) or an obituary, funeral program, or funeral home letterhead statement
- Approximate value of all solely held assets (bank accounts, investment accounts, real estate, vehicles, stocks, bonds)
- Names and addresses of all heirs-at-law, as defined under Va. Code § 64.2-200
- Valid photo identification for the person qualifying on the estate
- Fiduciary fee of $1.33 per $1,000 of the estate’s value (the exact amount is determined at the appointment)
- A surety bond may be required depending on estate circumstances
Qualification fees for appointing a personal representative under Va. Code § 17.1-275(A)(3) are $20 for estates up to $50,000, $25 for estates up to $100,000, and $30 for estates exceeding $100,000. No fee is charged for estates valued at $5,000 or less. For lodging a will without opening an estate, the statutory fee is $5 under Va. Code § 17.1-275(A)(38). The Clerk’s Office accepts cash, checks, and Visa or Mastercard. Credit and debit card transactions carry a flat $2 fee for amounts of $50 or less and a 4% service fee for transactions over $50.
Probate records maintained by the Circuit Court, including wills, estate inventories, accountings, and fiduciary appointments, are part of the public record and may be viewed in person at the Clerk’s Office or through the Secure Remote Access site for subscribers.
