Henrico County sits within Virginia’s 14th Judicial Circuit and is served by three trial courts: the Circuit Court, the General District Court, and the Juvenile and Domestic Relations District Court. All three are located in the Western Government Center complex along East Parham Road in Henrico. The Circuit Court Clerk’s Office, led by Clerk Heidi S. Barshinger, serves as the central custodian for civil and criminal case files, land records, wills, marriage licenses, and fiduciary documents. The General District Court and the Juvenile and Domestic Relations District Court each maintain their own case records through separate clerk’s offices at the same campus.

The Virginia Judicial System’s online services page provides direct links to circuit court case searches, general district court lookups, the statewide Online Case Information System (OCIS), and downloadable court forms. Records can also be obtained through the clerk’s offices, by mail, or at public access terminals inside the courthouses.
How to Look Up a Court Case in Henrico County?
Henrico County provides several electronic search tools along with traditional in-person and mail-based methods for locating case information.
Circuit Court case search
The Virginia Judiciary maintains an online case information system for circuit courts that covers Henrico County. Users can search civil and criminal cases by party name, case number, or hearing date. Select “Henrico Circuit Court” from the court listing, click “Begin”, and enter the relevant search criteria.
General District Court case search
The General District Court Online Case Information System provides access to non-confidential criminal, traffic, and civil case records from Henrico’s General District Court. Searches can be conducted by name, case number, hearing date, or service/process details.
Statewide search (OCIS)
The Online Case Information System (OCIS 2.0) covers criminal and traffic records across general district courts and select circuit courts statewide, including Henrico. This tool also supports a Case Alert Subscription System that sends text or email reminders about upcoming hearings and case changes.
In-person access
Visitors may inspect public case files at any of the three Henrico County courts during business hours. The Circuit Court Clerk’s Office is open Monday through Friday, 8:00 a.m. to 4:00 p.m. Bring valid photo identification. There is no charge to inspect records in person, though copies carry fees outlined below.

Mail requests
Written requests for copies of court records should be sent to the appropriate court’s mailing address. Include the case number (if known), full names of the parties, the type of document requested, a self-addressed stamped envelope, and a check or money order payable to “Henrico Circuit Court Clerk” or the relevant court. Copy fees are $0.50 per page; certified copies carry an additional $2.00 per document certification fee.

Are Court Records Public in Henrico County?
Court records in Henrico County are presumptively public under both the Virginia Freedom of Information Act (FOIA) and Part Eleven of the Rules of the Supreme Court of Virginia. Any person may request to inspect or obtain copies of court records at any Henrico County court, subject to established fees and the limitations described below.

Records that may be restricted or confidential include:
- Juvenile case files (delinquency, abuse/neglect, and related proceedings)
- Adoption records
- Sealed or expunged case files
- Records subject to a protective order issued by a judge
- Information that would jeopardize the safety or privacy of individuals (personal, medical, or financial data)
- Pending criminal investigative files held by law enforcement
- Certain marriage licenses issued between July 1, 1997, and June 30, 2001 (require written permission from the bride or groom before copies can be released)
- Vital records (birth, death, marriage, divorce) under Virginia Code § 32.1-271, which imposes confidentiality periods of 100 years for births and 25 years for deaths, marriages, and divorces
Access to confidential records may be available to parties named in the record, their attorneys, immediate family members, or persons with a court order.
Henrico County Criminal Court Records
Criminal jurisdiction in Henrico County is divided between the Circuit Court and the General District Court. The Circuit Court handles all felony cases, misdemeanor cases originating by grand jury action, and appeals of misdemeanor convictions from the lower courts. The General District Court processes misdemeanors, traffic violations, and preliminary hearings for felonies. The Circuit Court is composed of five full-time judges.

The Records Management Section is open Monday through Friday, 8:00 a.m. to 4:30 p.m. Payment is accepted in cash, check, money order, or debit card only — credit cards are not accepted. For local criminal record checks, the subject must appear in person with two forms of identification (one must include a photo).
Virginia State Police criminal background checks
For statewide criminal history searches, the Virginia State Police Criminal Record Check program processes name-based searches using Form SP-167. Fingerprint-based searches for state and federal records cost $13.75 (VSP) plus $13.25 (FBI). The Virginia State Police Civil and Applicant Records Exchange (CARE) office is located at 7700 Midlothian Turnpike, North Chesterfield, VA 23235.
Henrico County Civil Court Records
The Circuit Court’s Civil Division holds exclusive original jurisdiction for claims seeking $25,000 or more, as well as writs, garnishments, and other monetary disputes. The General District Court handles civil claims under $25,000, small claims, landlord-tenant cases, and personal injury matters within its jurisdictional limits.
Searching civil records
Civil case data from the Circuit Court can be searched through the online case information tool by plaintiff or defendant name, case number, or hearing date. General District Court civil cases are available through the GDC case information system. The Virginia Courts website also hosts a Civil Filing Fee Calculator to help estimate costs for circuit court filings based on the amount in controversy.
Under Virginia Code § 17.1-275, circuit court filing fees scale with the claim amount — from $100 for cases not exceeding $49,999 to $200 for cases seeking $50,000 or more. Copies of any civil record from the Clerk’s Office cost $0.50 per page, with certified copies at an additional $2.00 per document.

Land and property records
The Circuit Court Clerk’s Office records deeds, mortgages, liens, plats, and financing statements. Land records recording hours are Monday through Friday, 8:00 a.m. to 3:30 p.m. All documents presented for recordation must be originals, signed and notarized, and must include a Virginia Land Records Cover Sheet generated through the VLRCS website. Key fees include a $5.00 per-instrument paper filing surcharge (Virginia Code § 17.1-258.3:1) and a $25.00 per-page fee for subdivision plat recordation. Copies of recorded land documents cost $0.50 per page by law. Henrico County has also launched a free property title alert system at henricovalandrecords.org, allowing residents to receive email notifications whenever a document is filed against their property.
Henrico County Family Court Records
Henrico County does not maintain a separate family court. Family-related matters are split between the Circuit Court’s Equity Division and the Juvenile and Domestic Relations District Court based on the nature of the case.
Juvenile and Domestic Relations District Court
This court handles child custody and visitation, child support, paternity, protective orders in domestic violence cases, juvenile delinquency, child abuse and neglect, and foster care matters. A $25.00 filing fee applies per petition for custody and visitation matters; fee waivers may be requested when filing through the Court Service Unit. Divorces and adoptions
All divorce proceedings are filed in the Circuit Court’s Equity Division, which has original jurisdiction over dissolutions of marriage, annulments, and related equitable remedies including injunctions and partition suits. Marriage licenses
The Circuit Court Clerk’s Office issues marriage licenses in Room 240 of the Courthouse, Monday through Friday, 8:00 a.m. to 4:00 p.m. Both parties must appear with valid, unexpired government-issued photo ID. The minimum age for marriage in Virginia is 18 (Virginia Code § 20-48). No blood test is required. The license is valid for 60 days and may be used anywhere in the Commonwealth.

Vital records (birth, death, marriage, divorce certificates)
Under Virginia Code § 32.1-271, vital records are confidential and accessible only to the registrant, immediate family members, legal guardians with custody documentation, or authorized government entities. Birth records become public 100 years after the event; death, marriage, and divorce records become public after 25 years. Certified copies cost $12.00 each and may be obtained from:

Henrico County Probate Court Records
Probate matters in Henrico County fall under the jurisdiction of the Circuit Court. The Clerk of the Circuit Court serves as the probate judge, responsible for admitting wills to probate and qualifying personal representatives (executors and administrators) of decedents’ estates. The Henrico County Commissioner of Accounts oversees the ongoing administration of estates after qualification.
Types of probate records
Probate case files include original wills and codicils, qualification certificates, inventories, accounts of administration, fiduciary bonds, and court orders related to estate settlement. Guardianships, conservatorships, and trust-related filings may also be maintained as part of the probate record.
How to search probate records
Probate case information can be searched through the Circuit Court’s online case information system — select “Henrico Circuit Court”, navigate to the civil search area, and search by decedent name, case number, or hearing date.
Requesting probate record copies
The Clerk’s Office offers an online Probate Record Request form for ordering plain copies of wills, certified copies (certified by a Deputy Clerk, for use within Virginia), or exemplified copies (certified by the Clerk and a Judge, for use outside Virginia). Requesters must provide the decedent’s name, the year of death or date of qualification, and specify the number of Certificates of Qualification needed. Records can be picked up in person or mailed.

Standard probate forms approved by the Virginia Supreme Court — including the Probate Information Form (CC-1650), Memorandum of Fact–Probate (CC-1660), List of Heirs Real Estate Affidavit (CC-1612), and Notice to Heirs and Beneficiaries (CC-1616) — are available through the Commissioner of Accounts website and the Virginia Courts forms library.
Virginia Code § 64.2-1411 permits a simplified small estate qualification, without surety, where the total assets coming into the possession of the personal representative will be $25,000 or less. Separately, the Virginia Small Estate Act (§ 64.2-600 et seq.) may allow estates with personal property not exceeding $50,000 to bypass formal qualification entirely through an affidavit procedure. Both processes are handled through the Clerk’s probate section.
